Gord Downie Pier and the beach at Breakwater Park have been closed and will remain closed for the remainder of the 2020 season. Residents attempting to access the Gord Edgar Downie Pier and beach area at Breakwater Park during the closure period could face an Administrative Monetary Penalty (AMP) of $200 under the City’s Parks By-Laws for non-compliance. The temporary closure underscores the importance of community members acting responsibly and safely, while enabling law enforcement to address potential disruptions proactively. The University District Safety Initiative has seen City Bylaw Enforcement and Kingston Police engage with the community to educate residents about the risks associated with large unsanctioned gatherings. Daytime access will remain available through designated openings in the fence. To enforce this, fencing and signage are being installed to restrict nighttime access to the Gord Edgar Downie Pier and the beach area at Breakwater Park. Under Section 3 of City of Kingston By-Law Number 2009-76, entering or using a park where access is prohibited by notice is an offense. Authorities have cited safety risks associated with large unsanctioned gatherings, leading to the necessity of this temporary closure.Ĭity Bylaw Enforcement and Kingston Police will monitor the park and its surroundings, supported by active video surveillance to ensure compliance with the temporary restrictions. The decision to close this recreational area comes after a series of Nuisance Parties in the University District, including a gathering at the Pier on Sunday, September 3. Update: Gord Edgar Downie Pier and Breakwater Park will now reopen to the public at 6:30 a.m. beginning September 7, until the morning of September 10.
